Chelsea receive transfer ban and fine for Premier League rule breaches

Chelsea has been handed a suspended one-year transfer ban and fined £10.75 million following an investigation into secret payments made between 2011 and 2018 under the Roman Abramovich ownership.
The one-year transfer ban, which is suspended for two years, relates to “hidden” payments to agents and other individuals. The club will also receive a nine-month academy transfer ban for registration breaches.
The Blues self-reported the irregularities to the Premier League, FA and UEFA after they came to light during the due diligence process when Todd Boehly and Clearlake Capital’s BlueCo consortium bought the club in 2022.

Aside from receiving a suspended transfer ban, the Premier League giants were also struck with a nine-month academy transfer ban in relation to the registration of youth players between 2019 and 2022.
The Club World Cup winners admitted making £47 million in secret payments to unregistered agents and third parties over transfers, specifically, under the old Chelsea ownership.
Some specific transfers were named in the Premier League’s report, including the deals for Eden Hazard, Samuel Eto’o and David Luiz.

A Club statement read: “From the outset of this process, the club has treated these matters with the utmost seriousness, providing full cooperation to all relevant regulators.
“The club welcomes the recognition from the Premier League of its “exceptional cooperation” and that “without those voluntary disclosures and the act of self-reporting, a number of the Premier League rule breaches may never have come to the attention of the league”.
What does this mean for Chelsea?
Despite being banned by the Premier League for breaches of the transfer rules, they will still be able to sign first-team players in the coming transfer window; however, they risk the wrath of receiving even heavier fines and suspension should this practice be repeated under the new ownership.
Narrrow escape
Chelsea narrowly escaped any sporting sanctions, such as points deductions, being imposed by the Premier League, which indicated they took into account the club’s ‘proactive self-reporting’ and ‘exceptional co-operation’ when considering potential punishments.
Chelsea’s spending under BlueCo
Chelsea are currently sixth in the Premier League, having spent an estimated £1.8 billion on new signings since the BlueCo takeover, though they have also made significant player sales.
They will go head-to-head against Paris Saint-Germain on Tuesday night in the second leg of their Champions League last-16 tie at Stamford Bridge, while they look keen to overturn a disappointing 5-2 defeat from the first leg in Paris.
